How do I become a Property Practitioner?

Aspirant candidate property practitioner with no formal qualifications and with no FFC from 1 July 2024:

  • Enroll and complete the OC: NQF4 SAQA ID 118714.
  • Once you have completed the Knowledge and Practical modules, submit valid and certified proof of completion and/or statement of results to the PPRA.
  • Then register and receive your FFC as a candidate and immediately commence with the Workplace module. Which must be completed within 180 days of being issued an FFC.
  • Upon completion, submit a valid and certified proof of completion and statement of results.
  • Once the EISA is completed and the qualification awarded, a candidate becomes eligible to write PDE4.
  • Upon passing PDE4, they become non-principal property practitioners.

The FIC Act lists estate agents –as defined in the Estate Agency Affairs Act, 1976 (Act 112 of 1976) – as accountable institutions and requires them to be fully compliant with the FIC Act. Why are Property Practitioners listed in the Act as accountable institutions?

The property sector has been identified as being at risk of being abused by money launderers. This sector has been used to hide funds and as a vehicle to help criminals introduce their proceeds into the financial system.

The property space has the potential for criminals to put into practice all three aspects of typical money laundering activity: placement, laying and integration. Furthermore, they can clean or hide large amounts of money in a single transaction. The purchase of a dwelling, plot or building for a large sum of money, for example, may not raise too many alarm bells. For these reasons, estate agents can become easy targets for criminals wanting to use them to launder their illicit funds. Given that estate agents are familiar with their industry, their clients’ behaviour and their habits, these industry experts are also best suited to identify when certain behaviour is suspicious or unusual.

Central to being listed under Schedule 1 of the FIC Act as accountable institutions, estate agents are required to fulfil seven obligations to achieve compliance with the FIC Act.

Why was FICA amended? – The pressure to strengthen the Act came about following the infamous Fidentia Pyramid Scheme, one of South Africa’s biggest financial scandals to date. Fraudster J Arthur Brown was able to defraud 47 000 widows and orphans of their savings, amounting to more than R500 million. This showed that the legislation we had clearly wasn’t enough.

The biggest factor that led to the amendment was South Africa’s membership in the Financial Action Task Force (FATF), the international regulatory body dedicated to fighting money-laundering. Prior years saw South Africa fall short of the requirements for membership, which meant we were under threat of being kicked out. And without membership, our local banks would have been unable to meaningfully participate in the global banking community.

All entities classified as “accountable institutions” in terms of Fica must comply, which includes the latest amendments.

NQF4 Literacy

National Qualification Framework (NQF) Level 4 Literacy

This pre-requisite to the NQF Level 4 Real Estate course may seem daunting, but it is not. PropAcademy’s online Literacy course is designed with your needs in mind, ensuring that you can successfully complete it in record time. This course will be completed post your NQF4 course, not prior.

The purpose of this course is to ensure that you can integrate foundational and reflective competence across all fundamental literacy unit standards.  It is delivered in both English and Afrikaans, enabling you to converse in two South African languages.

NQF 4: Literacy

The Authority, which falls under the Property Practitioners Regulatory Authority, legislates that all candidate property practitioners must complete their internship within two years from the date of registration.  To complete this internship, you must be competent in your FET: NQF Level 4 Real Estate 59097.  One of the pre-requisites stipulated by the South African Qualification Association (SAQA) is that you must have completed fundamental literacy at Matric or NQF4 level.

PDE Level 5 Real Estate Course (PDE 5)

Professional Designated Exam Level 5 Course (PDE5)

To write this exam, you need to be PPRA competent up to the NQF5 level. After passing this exam, you can decide if you wish to maintain your status, or upgrade to Principal. All property practitioners in South Africa aspiring to open their own real estate enterprise and become principal property practitioners are required to write and pass the PDE5.

What is the PDE5

The PDE5 is an exam set out by the Property Practitioners Regulatory Authority (PPRA). This exam covers all knowledge and practical applications you have studied in the field, as contained in your NQF 5 learning material.

Who Can Write the PDE5?

All property practitioners in South Africa who have achieved exemption or competency in their Internship, NQF Level 4 qualification, PDE4, and NQF Level 5 qualification can register to write this exam. The PPRA will publish these exam dates and registration dates on its website.
