										<content:encoded><![CDATA[<p>If you have been active in the real estate industry you will know that education requirements have continuously changed &#8211; be it the regulations, or processes, it has just been non-stop. While change in the form of updating knowledge is encouraged, necessary and positive, the 2024–2025 transition from Legacy qualifications to Occupational Certificates (OCs) created significant uncertainty for estate agents across South Africa – to say the least.</p>
<p>Being estate agents ourselves, we understand that agents needed clarity, flexibility, and practical solutions — not confusion. This article explains what happened, why it happened, and how we adjusted our programmes to ensure agents could continue progressing despite widespread delays.</p>
<h2>What Changed in Real Estate Education?</h2>
<p>The End of Legacy Qualifications (June 2024)</p>
<p>At the end of June 2024, enrolment officially closed for:</p>
<ul>
<li><a href="https://www.propacademy.co.za/course/real-estate-nqf4/">NQF4 in Real Estate</a> (Legacy – 59097)</li>
<li><a href="https://www.propacademy.co.za/course/real-estate-nqf-5-legacy/">NQF5 in Real Estate</a> (20188)</li>
</ul>
<p>This meant that from July 2024, agents could no longer enrol in these qualifications and had to move onto the new Occupational Certificates, regulated under the QCTO framework. But this wasn’t nearly as smooth as one expected.</p>
<h2>The Shift to Occupational Certificates (OC)</h2>
<p>From July 2024, agents needing to complete their NQF4 had only one option:</p>
<ul>
<li>NQF4 OC: Real Estate Agent (118714)</li>
</ul>
<p>Unlike Legacy qualifications, Occupational Certificates introduced:</p>
<ul>
<li>longer timeframes</li>
<li>structured Summative Assessments</li>
<li>and a final EISA (External Integrated Summative Assessment) written at a registered assessment centre at a further cost</li>
</ul>
<p>These changes significantly extended completion timelines and cost increases to the learner.</p>
<h2>March 2025: Legacy NQF4 Reopened</h2>
<p>After mounting pressure across the industry, SSETA extended the enrolment period for the NQF4 Legacy qualification until June 2026.</p>
<p>This meant that agents could now enrol in either:</p>
<ul>
<li>the <a href="https://www.propacademy.co.za/course/real-estate-nqf4/">Legacy NQF4</a> (59097), or</li>
<li>the NQF4 Occupational Certificate (118714)</li>
</ul>
<p>However, agents who enrolled in the OC between July 2024 and March 2025 became pilot learners, experiencing the new system first-hand.</p>
<h2>The NQF5 Crisis: Principals Left in Limbo</h2>
<p>The situation was even more severe for those who couldn’t even enrol in the <a href="https://www.propacademy.co.za/course/real-estate-nqf-5-legacy/">NQF5</a>.</p>
<h4>What Happened?</h4>
<ul>
<li>The NQF5 Legacy qualification expired in June 2024</li>
<li>There was no immediate replacement</li>
<li>No enrolment extension was initially granted</li>
</ul>
<h4>This left thousands of aspiring Principals unable to qualify, meaning:</h4>
<ul>
<li>they could not register as Principals</li>
<li>they could not open their own agencies</li>
<li>existing Principals without education risked PPRA non-compliance</li>
</ul>
<h4>June 2026 Extension Granted</h4>
<p>Fourteen months later, SSETA extended the enrolment period for the <a href="https://www.propacademy.co.za/course/real-estate-nqf-5-legacy/">NQF5 Legacy</a> qualification until June 2026, giving providers a narrow window to enrol learners before it closes permanently.</p>
<h2>How PropAcademy Adapted to Protect Agents</h2>
<p>While the system was being ironed out, PropAcademy adjusted its programme offerings to:</p>

<li>prioritise Legacy enrolments where still possible</li>
<li>guide learners away from unnecessary delays</li>

This is the only reliable way to avoid the significant delays currently associated with Occupational Certificates. For agents working under strict timelines, this decision is not optional — it is critical to ensuring progress, compliance, and continuity in their careers. </em></strong></p></blockquote>
<p>Legacy qualifications were outdated and needed to evolve — however, the transition has been slow and administratively heavy, delaying thousands of agents nationwide.</p>
<p>By adjusting our programmes early, PropAcademy ensured that learners could:</p>

<p>If you have completed — or are close to completing — your <a href="https://www.propacademy.co.za/course/real-estate-nqf4/"><strong>NQF4 in Real Estate</strong></a>, these dates are critical. They directly affect your PPRA compliance, career progression, and commission earning potential.</p>
<h2>The PDE in Context: Where It Fits in the PPRA Education Regulation Journey</h2>
<p>To move from Candidate Property Practitioner to Property Practitioner status, the PPRA requires the completion of three mandatory steps:</p>
<ol>
<li><a href="https://www.propacademy.co.za/course/ppra-practical-training/">Practical Modules</a> or Logbook Internship (PPRA regulated)</li>

<p>No. To renew your Fidelity Fund Certificate (FFC), you must be fully compliant with the PPRA education regulations. This includes completing and passing the PDE4 once your internship and NQF4 is done. It is important to ensure, when you plan your education journey, you do not only consider the time it takes to answer your assignments, but also the turn around time from each governing department in granting you compliance.</p>
<h2>How Do I Register for the PDE?</h2>
<p>The PDE is hosted and administered by the PPRA, not by training providers.</p>
<h4>PDE Registration Process:</h4>

<li>Registration is done online via the PPRA portal</li>
<li>There is <strong>no</strong> physical exam venue or seat number</li>
<li>The PDE is currently conducted as a “take-home exam”</li>
</ul>
<h4>How the Take-Home Exam Works:</h4>

<li>You download the exam paper from the PPRA portal</li>
<li>You complete it from home</li>
<li>You submit it via email to the PPRA before the stated deadline</li>
<li>You must have reliable internet access</li>

<li><strong>PPRA Internship</strong>: you must complete your internship, either through the <strong>Logbook</strong> or the <a href="https://www.propacademy.co.za/course/ppra-practical-training/"><strong>Practical Modules</strong></a>.</li>
<li><strong>Legacy </strong><a href="https://www.propacademy.co.za/course/real-estate-nqf4/"><strong>NQF4 in Real Estate</strong></a><strong> 59097</strong>: this is the main qualification you must achieve.</li>
<li><a href="https://www.propacademy.co.za/course/professional-designated-exam-level-4/"><strong>PDE4</strong></a><strong>: </strong>once your internship and <a href="https://www.propacademy.co.za/course/real-estate-nqf4/">NQF4</a> are done, you write and pass the <strong>PDE4</strong>.</li>

<h2>Which NQF4 do I need?</h2>
<p>Now, we all know time is money, so let’s get you on the quickest route possible to compliance.</p>

<p>Do you have an NQF6 or higher qualification that:</p>
<ul>
<li>was studied for 3 years or more, and</li>
<li>carries SAQA credits?</li>
</ul>
<h4>If YES:</h4>
<p>You may be exempt from the NQF4. Complete <a href="https://www.propacademy.co.za/quizzes/authority-exemption-pre-sales-screening/">this quiz</a> to check if you qualify for exemption. If you are exempt, you cannot use this exemption to qualify for the NQF5. You will need your NQF4 certification in order to enrol for your NQF5.</p>

<p>Move to Step 2.</p>
<h3>Step 2:</h3>
<p>How long have you had your FFC?</p>
<h4>If 12 months or longer:</h4>

<p>The Legacy NQF4 is the <strong>quickest and smoothest route</strong> to meeting the PPRA qualification requirements and moving forward in your real estate career.</p>
<h2>The long version — explained simply</h2>
<p>The NQF4 that most agents are familiar with is the <a href="https://www.propacademy.co.za/course/nqf4-real-estate/">Legacy NQF4</a>. It was scheduled to end on 30 June 2024, and when it expired, a new version was introduced called the OC (Occupational Certificate).</p>
<p>From 1 July 2024 until March 2025, the OC was the only NQF4 option available, so many learners enrolled for it. Then in March 2025, the <a href="https://www.propacademy.co.za/course/nqf4-real-estate/">Legacy NQF4</a> was extended, which meant agents could choose it again. Most people prefer the Legacy because it is a faster and simpler route to becoming qualified compared to the OC.</p>
<h2>Which option should I choose?</h2>
<p>You can choose the <a href="https://www.propacademy.co.za/course/nqf4-real-estate/">Legacy NQF4 59097</a> until the enrolment closes, which aims to be 30 June 2026.</p>
<h2>What will happen when the enrolment closes, will I lose all my hard work?</h2>
<p>No, if you have enrolled with PropAcademy and submitted your ID, we will load you onto the SSETA LMIS to secure your spot in the qualification.</p>

<h2>What is an FFC?</h2>
<p>This is a legal certificate issued by the <a href="https://www.propacademy.co.za/eaab/">PPRA</a> that allows you to operate lawfully in real estate. It is a criminal offence to practise in real estate without it. You cannot register as an agent unless you are employed by an agency.</p>
<h2>From Candidate to Property Practitioner</h2>
<p>This process includes <a href="https://www.propacademy.co.za/course/ppra-practical-training/">Practical Modules</a>, <a href="https://www.propacademy.co.za/course/real-estate-nqf4/">NQF4 in Real Estate</a> and then <a href="https://www.propacademy.co.za/course/professional-designated-exam-level-4/">PDE4</a><strong>. </strong>Below we briefly touch on each step.</p>
<h2>What are the Practical Modules?</h2>
<p>They are activities you need to complete to prove to the PPRA that you can perform day-to-day functions of an estate agent. You cannot complete these unless you have a valid FFC. You don’t need to take <a href="https://www.propacademy.co.za/course/ppra-practical-training/">this course</a> if you have been marked competent against your Internship, or if you are completing the Occupational Certificate, 118714.</p>

<p>Currently, you can do the <a href="https://www.propacademy.co.za/course/real-estate-nqf4/">NQF4 Legacy 59097</a> qualification. If you have experience and <a href="https://www.propacademy.co.za/quizzes/rpl4-legacy-59097/">qualify</a>, you can do this qualification in an <a href="https://www.propacademy.co.za/course/nqf4-rpl/">RPL version</a>.</p>
<h2>Can I be exempt from NQF4/5?</h2>
<p>If you <a href="https://www.propacademy.co.za/quizzes/authority-exemption-pre-sales-screening/">qualify</a>, then you can apply for exemption. You will still need to complete all the other <a href="https://www.propacademy.co.za/free-downloads/#2019-regulation">educational requirements</a> set out by the PPRA.</p>
<h2>When can I write the PDE4?</h2>
<p>This exam is set <a href="https://www.propacademy.co.za/free-downloads/#exam-dates">four times per annum</a> by the PPRA. You can register for this exam once you are competent in your <a href="https://www.propacademy.co.za/course/ppra-practical-training/">Internship</a> and <a href="https://www.propacademy.co.za/course/real-estate-nqf4/">NQF4</a>.</p>
<h2>Tell me more about the PDE?</h2>
<p>You register for this exam on your PPRA portal. It will refer to a seat number; this is nothing to worry about and should be ignored. The <a href="https://www.propacademy.co.za/courses/#pde">PDE</a> is written from the comfort of your home. In the morning you will download your paper off the PPRA home page, it will be in Word. You will type your answers into the grey shaded areas, and PDF the document once completed. Your <a href="https://www.propacademy.co.za/courses/#pde">PropAcademy Material</a> will be saved on your laptop for you to access during this exam. You will then email this back to the PPRA as per their instructions, they will advise you of email address and deadline time. You will then wait for your results.</p>
<h2>Can I also study my NQF5?</h2>
<p>If you have your <a href="https://www.propacademy.co.za/course/real-estate-nqf4/">NQF4</a> in real estate, then you can complete your <a href="https://www.propacademy.co.za/course/real-estate-nqf-5-legacy/">NQF5</a>. It is as simple as that.</p>
<h2>Is anyone able to write the PDE5?</h2>
<p>Anyone who qualifies for the <a href="https://www.propacademy.co.za/course/pde5/">PDE5</a> can write this exam. You can either maintain your status as non-principal, or you can upgrade to Principal Status. You are not forced to upgrade.</p>

<p>The LPC has received numerous complaints about attorneys engaging in unethical schemes to secure transfer business. These include:</p>

<li>Paying agents or bond originators for referrals (directly or indirectly) examples not limited to:</li>
<li>Offering <strong><em>cheap or free real estate training</em></strong> to sway business their way</li>
<li>Having their name pre-filled on OTPs without written instruction</li>
<li>Paying out agent commission early, without the buyer’s authorisation</li>
</ul>
<p>“The consequences for conveyancers may include suspension from practice or being struck off the roll. For property practitioners it may include a fine of up to R200 000 and/or the withdrawal of their fidelity fund certificates.”</p>

										<content:encoded><![CDATA[<p>In the current real estate training landscape, agents are being bombarded with offers, promises, and &#8220;too-good-to-be-true&#8221; deals. And unfortunately, many of them are just that.</p>
<p>At the heart of the confusion lies the <a href="https://www.propacademy.co.za/course/nqf4-real-estate/"><strong>NQF Level 4 in Real Estate</strong></a>. If you’re unsure about the difference between the <strong>Legacy qualification (SAQA ID 59097)</strong> and the <a href="https://www.propacademy.co.za/course/nqf4-real-estate/"><strong>Occupational Certificate</strong></a><strong> (SAQA ID 118714)</strong> — or even what you’re being sold — you’re not alone.</p>
<p>The most common issue we&#8217;re seeing right now is misleading information being shared with learners, often in the rush to make a sale. But as a property professional, the most powerful thing you can do is take ownership of your education journey. And that starts with two key things:</p>
<h2>1. Know the Course. Know the Code.</h2>
<p>There are <strong>two versions</strong> of the NQF4 in Real Estate:</p>
<ul>
<li><strong>Legacy Qualification (59097)</strong>:<br />
Originally expired on 30 June 2024. In March 2025, it was granted an <strong>enrolment extension to 30 June 2026</strong>. It’s still valid — but it is outdated and on its way out.</li>
<li><a href="https://www.propacademy.co.za/course/nqf4-real-estate/"><strong>Occupational Certificate (118714)</strong></a>:<br />
This is the <strong>updated NQF4 qualification</strong>. It aligns with the QCTO’s new framework and reflects the latest industry standards. This is the way forward.</li>
</ul>
<p><strong>Between July 2024 and February 2025</strong>, the Legacy qualification could not be sold. If you registered during that time, you should have been offered the <a href="https://www.propacademy.co.za/course/nqf4-real-estate/"><strong>Occupational Certificate</strong></a>.</p>
<p>As of <strong>April 2025</strong>, <strong>both qualifications are available</strong>, but it’s critical that you understand:</p>
<ul>
<li>What qualification you&#8217;re enrolling in</li>
<li>What content is included (no hidden modules)</li>
<li>Whether there are extra costs (registration, printing, couriering)</li>
<li>How it’s delivered (fully online, hybrid, or physical)</li>

										<content:encoded><![CDATA[<h2>The Crackdown Starts Now: Property Developers Under the Scrutiny of the PPRA</h2>
<p>“In the real estate world, property developers are innovators—giants of the industry who shape property trends and take risks where others dare not tread. These developers are the elite in a billion-rand industry in South Africa. However, when they step into the roles of estate agents by marketing, selling, renting, or managing their developments, they must adhere to the Property Practitioners Act No. 22 of 2019 and its accompanying regulations.” – says Janet Alexander from <a href="https://www.principalservices.co.za/principal-services/">Principal Property Services</a>.</p>
<p>Compliance with the PPRA (Property Practitioners Regulatory Authority) is mandatory for developers who take on these roles. While some developers have resisted these regulations, seeking legal opinions to bypass them, all paths eventually lead back to the same conclusion: Developers selling and renting their own properties are considered property practitioners and must register with the PPRA.</p>
<p><strong>As of July 1st, 2024</strong>, all specialised property fields, including developers, must be registered with the PPRA. <a href="https://www.principalservices.co.za/compliance/">Compliance is crucial</a>, and here are five steps to guide you:</p>
<ol>
<li><strong>Register and Reserve Your Agency Name:</strong> Your chosen name needs to be available at both the PPRA and CIPC.</li>
<li><strong>Appoint Principal and Property Practitioners:</strong> Register these practitioners with the PPRA under your firm.</li>
<li><strong>Ensure Compliance</strong> with related authorities, including BEE and POPI.</li>
<li><strong>Maintain Agency Compliance:</strong> Adhere to ongoing PPRA regulations.</li>
<li><strong>Ensure Practitioner Compliance:</strong> All employed property practitioners must be registered and compliant with PPRA rules.</li>
</ol>
<p>Property developers are not being singled out. This compliance is a sector-wide requirement, extending to estate agents, auctioneers, mortgage originators, and others within the property industry.</p>
<p>As of 1<sup>st</sup> July 2024, all specialised property fields must register with The Authority:</p>
<ul>
<li>Estate Agents</li>
<li>Attorneys Employees</li>
<li>Auctioneers</li>
<li>Bridging Finance</li>
<li>Business Brokers</li>
<li>Developers</li>
<li>Electronic Property Platforms</li>
<li>Homeowners Associations</li>
<li>Managing Agents</li>
<li>Mortgage Originators</li>
<li>Property Facilitators</li>
<li>Timeshare and Fractional Ownership</li>
</ul>
<h2>The definition of a Property Practitioner as defined in the Act</h2>
<p>(a) means any natural or juristic person who or which for the acquisition of gain on his, her or its own account or in partnership, in any manner holds himself, herself or itself out as a person who or which, directly or indirectly, on the instructions of or on behalf of any other person—</p>
<p>(i) by auction or otherwise sells, purchases, manages or publicly exhibits for sale property or any business undertaking or negotiates in connection therewith or canvasses or undertakes or offers to canvas a seller or purchaser in respect thereof;</p>
<p>(ii) lets or hires or publicly exhibits for hire property or any business undertaking by electronic or any other means or negotiates in connection therewith or canvasses or undertakes or offers to canvass a lessee or lessor in respect thereof;</p>
<p>(iii) collects or receives any monies payable on account of a lease of a property or a business undertaking;</p>
<p>(iv) provides, procures, facilitates, secures or otherwise obtains or markets financing for or in connection with the management, sale or lease of a property or a business undertaking, including a provider of bridging finance and a bond broker, but excluding any person contemplated in the definition of ‘‘financial institution’’ in section 1 of the Financial Services Board Act, 1990 (Act No. 97 of 1990);</p>
<p>(v) in any other way acts or provides services as intermediary or facilitator with the primary purpose to, or to attempt to effect the conclusion of an agreement to sell and purchase, or hire or let, as the case may be, a property or business undertaking, including, if performing the acts mentioned in this subparagraph, a home ownership association</p>
